In Thailand there is the Criminal Case Retrial Act B.E. 2526 ( A.D. 1983) in which an interest person may submit a Petition to the Criminal Court for a retrial even if the case is finalized.
The interested person is required to achieve the burden of proof that he has new evidence which has never previously been produced to the judge.
This law is very strict and no one has yet achieved the burden of proof required by law.
